What is the Philippine Social Amelioration Program (SAP) and How to Collect the Second Tranche?



The current public health crisis brought about by the COVID-19 pandemic has disrupted all aspects of society around the world, particularly income and employment. In the Philippines, the unemployment rate increased to 17.7% in April, leaving 7.3 million Filipinos without jobs. According to the World Bank, the two-month loss of income could increase the poverty rate by 3.3% in the Philippines alone.


Like many countries, the Philippines has implemented a cash transfer program to support the poor and unemployed. The Philippine government put into law the Bayanihan to Heal as One Act, allocating P199.975 billion to the Department of Social Welfare and Development (DSWD) to fund its Social Amelioration Program (SAP).


The SAP program gives between a P5,000 to P8,000 monthly cash subsidy to low-income families for two months, depending on the area of residence. The idea behind the program is to be able to provide marginalized sectors of society the means to afford basic needs during the pandemic.


The second tranche distribution of the emergency cash transfer program has benefited more than 13.9 million low-income families, receiving a total of PHP 83.1 billion worth of cash aid, according to the DSWD. DSWD is now focused on making sure that the 196,000 individuals with unclaimed payouts receive them in-time. The 11 areas covered by SAP 2 are Region III (Central Luzon), except Aurora province, the NCR; Region IV-A (CALABARZON); Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay province and Zamboanga City.


How to Collect your SAP payments using M Lhuillier Financial Services?
